Job Summary:

The HR Manager is responsible for the general oversight of the daily department operations and staff. In addition, this position acts as the primary point person for employee relations and manages the labor relations grievance process. The manager provides oversight to department staff in the areas of recruitment & retention, leaves management, performance management, coaching & discipline, terminations, etc. Under the direction of the Director, the manager will direct the implementation of any special projects or corporate initiatives impacting the department or organization

Essential Functions:

  • Keeps informed of and evaluates trends in Human Resources to recommend innovative HR strategies.

  • Advises and assists management staff in the application and interpretation of personnel policies, legal compliance, grievance, performance management and discipline problems, staffing issues, transfers, and terminations.

  • Provides guidance to managers in compliance with collective bargaining agreement.

  • Ensures proper administration of performance management program.

  • Ensures proper administration of random drug testing program.

  • Directs staff in the department and oversees daily operations, including staff scheduling.

  • Responsible for coaching and evaluation of staff performance.

  • Coordinates hiring of staff with Director.

  • Oversees local HR policy compliance and updating. Assures all corporate policies are communicated timely to all appropriate parties.

  • Oversee collection and distribution of HR metrics.

  • Facilitates discussion and resolution of grievances, referring complex or legally sensitive issues to the Director.

  • Responsible for compliance with organizational policies, accreditation and regulatory requirements.



  • Senior level HR certification preferred.


  • Three (3) years staff management experience required.

  • Previous healthcare experience preferred.

  • Comprehensive understanding of employee relations, labor relations, recruitment, compensation concepts, federal and state employment laws.

  • Strong time management and organizational abilities.

  • Knowledge of HR systems with strong technical and analytical skills.


  • Bachelor degree with specific courses in human resources, or a minimum of five (5) years professional experience in a Human Resources department with a focus on employee relations/labor relations.
